Vietnam’s current master planning of ports development requires a comprehensive strategic review.
Port operators in the south of Vietnam are facing the adverse effects of increasing competition on traffic and profitability as various new seaports have been developed in the greater HCMC area to assist with the projected growth of the country’s exports and imports. On the other hand, there remain handling capacity constraints of existing container ports in the north of Vietnam.
The balance between port projects and support infrastructure development (e.g. construction of connecting roads and bridges to seaports) has not been well coordinated by the relevant Vietnamese authorities.
Inner port efficiencies in communications and transport also need to be improved as do strategies for effective supply chain management.
In addition, international shipping lines have expressed concern over escalating transportation costs imposed on shippers, given that large container vessels have to pay expensive and uncompetitive port dues when visiting Vietnamese ports.
Aviation has been designated as one of the top priority sectors for development by the Vietnamese government, since it is viewed as a prerequisite to rapid national economic growth. The aviation industry in Vietnam is under the principal jurisdiction and management of the Civil Aviation Administration of Vietnam (CAAV), a government agency reporting to the Ministry of Transport of Vietnam.
