Frasers Law Company is pleased to present our latest publication: the Updated Vietnam Power Investment Guide.

This updated edition consolidates notable developments in Vietnam’s power sector since October 2025. Drawing on the many years of advisory experience of Frasers’ energy lawyers in Vietnam, the guide serves as a practical reference for investors, project developers and financial institutions, helping readers understand the changing power market and the opportunities and challenges in energy investment.

The guide covers the revised Power Development Plan VIII, electricity pricing policies, including the ceiling tariffs applicable in 2025 and 2026, and investment incentives for certain projects, including PPP and offshore wind projects. It also updates on legal developments shaping the market, such as the roadmap for a competitive electricity market, direct power purchase agreements, and self-generated and self-consumed rooftop solar projects.

Beyond policies and regulations, the guide sets out the main steps for project implementation and market entry, including foreign investment; the IPP and PPP investment models; approval and licensing procedures; project finance; mergers and acquisitions in the power sector; and power purchase agreements. It also addresses governing law, dispute resolution, and environmental, social and governance matters, including greenwashing risks.

With content organised from policy to project implementation, the guide provides a practical overview of the issues investors should consider when entering Vietnam’s power sector.
