Vietnam’s New Three-Tier Court System and Judicial Reforms

On 24 June 2025, Vietnam’s National Assembly passed Law No. 81/2025/QH15 amending the Law on the Organisation of People’s Courts, which took effect on 1 July 2025. This landmark legislation introduces a three-tier court system, the Supreme People’s Court, Provincial People’s Courts, and Regional People’s Courts, replacing the previous four-tier model.
These reforms, part of Vietnam’s broader administrative restructuring, aim to enhance judicial efficiency and clarity. Notable changes include:
- Reorganisation of court systems with three tiers and establishment of regional courts;
- Reallocation of judicial responsibilities among court levels; and
- Technical amendments to 13 specialised laws to align with the new structure.
